The hub is a Service that provides a user interface to which Users can connect (given they have the required Authorizations) to in order to:

Request Report Documents
Browse the Report Document Library
Manage Alerts
Manage Subscriptions
Request Task Executions

NOTE

If a User has access to more than one Workspace, the workspace in which to perform operations needs to be activated first by clicking Workspaces in the menu and then clicking the  button of the workspace.
